The part of the program located in the Town of Windsor involves the construction of a new substation (Coopers Mills Road), the decommissioning of the existing substation (Maxcys) and work in three transmission line corridors that traverse the Town.

Decommissioning of Maxcy’s Substation

Maxcy’s Substation is a major hub of the existing transmission grid, providing 115 kV service to most of CMP’s northern service territory. The substation will be decommissioned and replaced with a new substation (see below). The area will become part of an existing right-of-way where three transmission corridors converge. 

Construction of Coopers Mills Road Substation

A new substation will be located in an area just west of Coopers Mills Road. A 2,700 foot permanent gravel access road will be constructed on the north side of Maxcy’s Mill Road. The total area of the site, including substation yard and access road, will be approximately 30 acres. A new 170-foot microwave tower will be installed at the substation for communications purposes during outages.

The substation will be surrounded by chain link fencing. There will be a control house and a holding tank within the substation yard, and lighting along the perimeter fence, above the control house door, and within the yard. 

Transmission Line Corridors

Construction within an approximate 13.6 miles of transmission line corridors will include the following:

West of Coopers Mills Road Substation: The project in this area will include the installation of a new 345 kV line (Section 3025), which will be primarily constructed on 2-pole wooden H-frame structures approximately 75 feet in height; and the rebuilding of two existing 115 kV lines (Sections 60 and 88), which will be primarily constructed on single wooden poles approximately 75 feet in height

North of Coopers Mills Road Substation: The project in this area will include the installation of a new 345 kV line (Section 3024), which will be primarily constructed on 2-pole wooden H-frame structures approximately 75 feet in height, and the rebuild of two existing 115 kV transmission lines on single pole structures averaging 75 feet in height.

East of Coopers Mills Road Substation: The project in this area will include the installation of a new 115 kV line (Section 254), which will be primarily constructed on 2-pole wooden H-frame structures
